I upgraded the HDD and Disc drive and Graphics card in my HP pavillion Slimline, But i want to upgrade the Ram and Chip but have been told my motherboard cannot take more ram or another CPU.

Normally, if you have dual core, you can use quad cores aswell. Just, are you sure you have a dual core and not just a single core + hyperthreading? big difference there.
Only problem that might pop up is that your motherboard is OEM and has some freaky protection for other CPUs or RAM.
You could download CPU-Z, that would give us alot more info about the motherboard/cpu. Just print screen the info and post them here.

quick look on scan for a socket 775 says you need a yorkfield quad core (if thats what you want)

as long as its compatible i might be able to get one o them....just the RAM is worrying me too cos not sure bout my mobo, worried that someone said it'll only support 2gb

Problem might be that you only have 2 RAM slots, which would mean you have to buy 2 new 2gb sticks and get rid of your current ones.
About the CPU, I would go second hand, not really worth buying a brand new 775 CPU anymore, if you want to go new, get a 1156/1336 bundle instead.
